Job Description

Seven Resourcing are looking for a temporary Housing Programme Officer to work with Cheshire West and Chester Council. This position is initially for a period of 6 weeks and is paying £22.41 per hour (paid to you via an umbrella company).

The role:

The post holder's key responsibility is to manage delivery of the Housing Capital Programme, which supports the delivery of the Council's Corporate, Strategic Housing, and Growth priorities through:

The provision of disabled facilities grants for a wide range of home adaptations to enable disabled residents to achieve independent living.

Helping to deal with private properties identified as failing the legal standard for housing under the Housing Act 2004 through the provision of grants and loans for home improvements under the Council's Home Assistance Policy.

Facilitating 'Extra Care' housing schemes for older people.

Funding an empty homes and conversion programme,

Funding energy efficiency projects.

Supporting the delivery of new affordable homes.

Providing an evidence base of the housing and accommodation needs of the Borough.

Preventing and responding to homelessness.

Key Responsibilities:

The post holder is responsible for managing all aspects of the Housing Capital Programme budget. This includes managing budgets allocated for the delivery of the Council's grants and loans programme under the Home Assistance Policy, contract management, monitoring commitment and expenditure, and ensuring that the relevant programmes remain within budget.

Certifying applications for approval and payment for all types of grants and loans, ensuring compliance with legislative and local policy criteria, and financial regulations.

The post holder is required to manage a small team and to ensure service delivery complies with the Home Assistance Policy, other Council policies relevant legislation and financial regulations. Involves supervision, advice, guidance, training, development, motivation, appraisal and disciplinary matters.

The post holder is required to work closely with partner organisations to achieve shared goals aimed at improving outcomes in care, health and wellbeing, including narrowing the gap in health inequalities between communities and groups in the Borough.

The post holder is required to devise and implement appropriate verification and compliance frameworks to ensure delivery of Strategic Housing policies, projects and contracts in accordance with policies and legislation. E.g. Home Improvement Agency contract.

Applicant Requirements:

* Qualifications: Detailed specialist knowledge acquired by formal higher education and/or extended experience supplemented by off-the-job training of the following legislative Acts: The Housing Act 2004, The Housing Act 1985, The Housing Grants, Construction and Regeneration Act 1996, The Regulatory Reform (Housing Assistance)(England and Wales) Order 2002.

* Experience: 2+ years working within a similar role.

* Compliance: Current DBS check.

* Travel: Clean UK driving license with the ability to commute to and from work independently.

* Hours: 37 hours p/w.
