Team Manager - Crisis Resilience Fund Project (Welfare Rights)
Derbyshire County Council's Welfare Rights Service helps thousands of residents each year maximise their income, access the benefits they are entitled to and improve their financial wellbeing. We are seeking an experienced and motivated Team Manager to lead an exciting new Crisis Resilience Fund project supporting pensioners and carers across Derbyshire.
This is an opportunity to lead a high-profile programme designed to improve financial resilience, reduce poverty, and ensure older people and carers can access the advice, support, and representation they need to maintain independence and wellbeing. The project will provide welfare benefits advice, casework and tribunal representation, helping residents navigate increasingly complex systems and maximise their household income.
As Team Manager, you will have overall responsibility for the successful delivery of the Crisis Resilience Fund project. You will lead a team of Senior Welfare Benefits Officers, Welfare Benefits Officers, and Team Leaders, providing clear direction, support, and development opportunities while ensuring high standards of performance and service delivery. Line management, coaching, workforce development, and promoting a positive team culture will be central to the role.
A key focus of the role will be ensuring that the project delivers against its agreed outcomes and remains fully aligned with Crisis Resilience Fund requirements. You will oversee project planning, implementation, and governance, ensuring that resources are deployed effectively and that delivery remains focused on achieving measurable impact for pensioners and carers across Derbyshire.
You will set the quality standards for the project, ensuring that advice, casework, and representation are delivered consistently and to a high standard in line with the Welfare Rights Service. Through quality assurance activity, performance monitoring, and continuous improvement, you will ensure that residents receive an excellent service and that the project demonstrates value, effectiveness, and impact. The role will involve monitoring service delivery, reviewing performance information, and implementing improvements where required.
The successful candidate will lead on partnership management, developing and maintaining strong relationships with statutory services, voluntary and community organisations, health partners and referral agencies. You will establish and strengthen referral pathways that enable pensioners and carers to access support quickly and effectively, ensuring that the project is fully integrated within the wider support network available across Derbyshire. The role requires excellent partnership-working skills and the ability to influence and collaborate across organisational boundaries.
You will also take responsibility for performance reporting, insight and evaluation. Using data and evidence, you will monitor outcomes, identify trends, demonstrate impact, and provide reports to support project governance and strategic decision-making. You will be comfortable turning performance information into meaningful insight that helps shape the future direction of the project and supports continuous improvement. The role will also involve identifying risks, developing mitigation plans and ensuring effective project oversight.
We are looking for someone with significant experience of leading services, projects, or teams within welfare rights, advice services, financial inclusion or a related field. You will have a proven ability to manage staff, drive performance and build successful partnerships. Strong analytical, organisational and communication skills are essential, together with the ability to balance strategic planning with operational delivery.
This role would suit an ambitious and values-driven leader who is passionate about improving outcomes for older people and carers. If you enjoy developing services, building partnerships, using data to influence decision-making and leading teams to deliver excellent outcomes, this is an opportunity to make a lasting difference to the lives of Derbyshire residents.
Please refer to the Job and Person Profile for full details of the knowledge, skills and experience required. Applicants are strongly encouraged to demonstrate clearly within their personal statement how they meet each of the essential criteria.
Travel across Derbyshire will be required as part of the role. Hybrid working arrangements will be considered subject to service need.
